Don’t fence me in (or out?)

The authorities have encircled populated areas (such as the Lake Louise village) with electrified fencing to separate bears from people. You open a fence to take a hike, like going into another world.

Some areas are restricted to hiking groups having 4-6 "tightly packed" members, as bears are less likely to bother a closely packed large group. Other areas, such as the one in the photo, are closed down if there is a perceived threat. In this case a bear was reported following hikers, and about two weeks ago a bear (possibly the same one) attacked a jogger. This is why we suddenly found ourselves with nothing to do, and ended up driving some distance and hiking to Silverton Falls instead.
